In a DECENT world, there would be 50 states and the territories ALL would have voter ID LAWS!!
What group doesn't want voters to have to show ID??? DEMOCRATS!!
WHY don't Demoncrats want people to show ID's to vote? VOTER FRAUD!!! It's what DEMOCRATS DO BEST!!

I know Justice Kagan is assigned to the 7th Circuit.
If memory serves me, a Justice may grant a stay, but I don’t recall one ever lifting a stay.
If she were to try then I think it would cause her some problems with her colleagues on the SCOTUS.
I mean, there is precedent exactly on point that is only 6 years old, and the case was decided by a 6-3 majority (which included Stevens who is of course gone).
