No, the House did not vote/approve Obama's 'emergency' request for funds. Remains to be seen how this Administration frames the argument, manipulates the media, portrays the 'children' as greatly harmed by the lack of compassionate Republican approval.

IS THE LOCAL GOVT PLANNING TO MOUNT A BOND OFFERING? -- The SEC would be interested in possible Fraudulent Methods WRT misleading bond offerings, defrauding investors by misleading them about use of tax-exempt monies; using falsified marketing materials to mislead investors.
Is there a local “Master Plan”?
That might describe certain fraudulent accounting adjustments pursued as part of a sub rosa scheme; engaging in fraudulent conduct to mislead WRT tax revenue, expenses, or payments; perhaps structuring transactions as "loan repayments" to falsify revenue.

All of these activities compel criminal penalties for the crimes of grand larceny, schemes to defraud, securities fraud and falsifying business records.

WESLACO — A Baptist nonprofit has plans to transform Weslaco’s classic Palm Aire Hotel into
an intake facility for children illegally immigrating into the United States by themselves — assuming
the group can get through a city permitting process.
The 600-bed facility would take children ages 12 to 17 immediately from Border Patrol custody
and house them an average of 15 days, providing medical and mental health care, on-site educational
programs, recreational programs and case management, said Krista Piferrer, a spokeswoman for BCFS.
The organization, Baptist Child & Family Services, runs health and human services operations
worldwide, including an existing facility in Harlingen. That would be closed and replaced with
the Palm Aire, which would be double the size. BCFS hopes to open it by Oct. 1.

Much of it likely came from the (close to) $80 Billion in grants we’ve already paid out to the Catholic and Baptist churches for this “invasion”, since 2010. There were several threads/posts about these grants, here on FR, recently.

Obviously, obama must have known as early as June that we were going to have more “guests”. So they have been planning this debacle and then do a full swarm on the public.
