Rick Perry is no fool. (JMHO FWIW) Notwithstanding, I think the president is trying to play him.
Just listening to some FReepers talk over the past few days, it seems that some part of the local conversation here is devoted to the premise that Rick Perry is grandstanding on the immigration issue, so to burnish his presidential credentials. They seem to reason that, were that not the case, Perry would have already sent the Texas National Guard to the border. But since he didn't, he's just doing political grandstanding.
Of course, I imagine Rick Perry is aware of the same fact that you drew attention to, that it all boils down to a matter of "who pays."
A cynic might say that the president refuses to do anything about border security (unless Congress caves on amnesty first; but even then you couldn't trust him to follow the law on that legislation either, if passed.)
One gathers the president reasons: "So if Texas is being overrun by illegals essentially arriving on Texas soil at my behest then if Texas doesn't like it, let Texas deal with it." [And I'll sic Eric Holder on them if they do.]
I suspect the administration would love to see Perry call out the Texas Guard. That would make the citizens of Texas the main underwriter of the costs of the president's failure to enforce the border. As you have pointed out, dear xzins, such costs get "very expensive very fast."
Texas would go bankrupt in short order. From the president's perspective, this would be just dandy. Texas, in his view, is a conservative state that will not cave to his megalomaniacal "presidential vision" of mass cultural transformation. So, he reasons, "if they oppose me, let them destroy themselves. Opposition will not be tolerated."
But it seems to me Perry is not going to bankrupt the citizens of Texas just to burnish his credentials as a presidential candidate in 2016.
This is the very trap the president (or his alter ego Valerie Jarrett) is trying to lure him into. Or so it seems to me.
Perry won't play that game: I think and believe he is a man of character, who is willing to "lead from the knees." That is, from the position of prayer.... He is no friend to injustice, and I very strongly doubt he can be "bought."

Looking at a force of 2000 deployed 24/7/365 on the border in active operations, I estimated the cost to be about 400 million a year....based on operational and pay/benefits costs of a force that large. That is a huge expense for any state, and Texas is no exception.
Indeed, dear brother in Christ. I am sure the president is well aware of that fact.
Trying to gain some perspective on this situation, would it be admissible for me to record the following observations?:
(1) We are told to regard the president as a former professor of constitutional law; meaning, he is some kind of "expert" on the American Constitution which he swore in his Presidential Oath of Office to protect, uphold, and defend against all enemies foreign and domestic.When We the People ordained and established the United States of America, for the benefit of ourselves and our posterity, we conceded very few of our natural rights to the discretion/execution of the federal government. Indeed, "We" retained almost all personal rights unto ourselves. (See: the Ninth Amendment.)
(2) We had to wait for Obama himself to tell us that he personally regards the U.S. Constitution as a flawed document, in that it is only a charter of "negative liberties." Translating this rather Orwellian language, this means: The very foundation of American law, the Constitution, is "flawed" because it is a document that tells government what it can't do.
Well jeepers, Mr. President. The entire point of the American Revolution was that government the State of whatever form had limits that it could not transgress because to do so would infringe on the natural that is to say, unalienable rights of American citizens.
(3) The final target of the devil is always the destruction of the individual human soul. In this eternal battle, the soul's God-endowed inalienable rights are its greatest protector. But after that, protection comes from other structures in society; e.g., the family, local communities of faith and cooperation, the sovereign state of which one is a resident/citizen.
For further protection against the effects of Leviathan, the sovereign states themselves serve as mediating buffers between the individual and naked federal power. (See the Tenth Amendment.)
So, if the several sovereign states should trash themselves via bad policy, this just plays into Obama's hands. The feds, you see, would just have to rush in to "fix" the "problem."
And thereby make it ever so much worse....
"The Other Side" is playing a very deep game here. And they have a very long time frame....

And he uses what knowledge he has to undermine the Consitution. This Constitution truly is designed for a moral people, so an immoral nation and a lawless president are a toxic combination when couple with knowledge of how slowly our system works.
It was thought by the Founders that the House of Representatives would be a check on the power of an executive. They have the power of the purse, and if properly applied they can have the final word on anything. But, the House hasn't really exercised its power since Gingrich's Contract with America. Clinton won initially, as the Founders predicted, but a recalcitrant House eventually led him to do as the House wished.
Into this vacuum steps Barack Obama. A spineless House, an insufferable Senate, and a Court that takes years to rule. (We must note that the media is complicit, covering his actions with nary a protest.) He KNOWS that he knows that anything he does will not be challenged before it is either removed from the consciousness of the people by the 'media cycle', removed from concern because of the inability of a cowardly House to act, or removed from resolution by a system that grinds so slowly that he'll be gone before some of his lawlessness is considered by the courts.
So, a lawless, unethical man has ascended to the presidency. This is a man who has knowledge of our Constitution and how to take advantage of the delays that are inevitable in a system like ours, has no qualms about doing so, and is well aware that there is only one Constitutional provision that allows a Chief Executive to be called to account....impeachment, trial, and removal...which will not happen in his case.
The solution is not what the republicants want, since they too are owned by the oligarchs whose agenda is to end the we the people Republic. If the republicants actually worked for the people who elected them then they would impeach the criminal/treacherous/treasonous L4B and drop the pile of dung in the Harry Reid Senate. Of course the enemy within (the media, all of them) would take directions from the democrips and portray the impeachment trial as a racist act, completely obfuscating the treason this anti-American liar is committing almost daily!

Theres a lot of yelling that Perry/Texas should do something about the border (I’m not talking about you).
Im SURE that everyone doing the hollering understands the border.
Im SURE that they understand that the Texas/Mexico border is 1241 miles long...2.5 - 3 times as long as California, Arizona and New Mexico COMBINED.
Im SURE that they understand that the Texas/Mexico border is longer that it is from New York City to Topeka, Kansas...or from Jacksonville, Florida to Midland, TX.
Im SURE that they understand the Santa Elena canyon...where 75 yards separates Texas and Mexico and where 1500 cliffs are on the opposite sides of the Rio Grande. The Rio Grande that you could wade without getting your knees wet most of the year.
Im SURE theyve been there and seen the Chihuahuan Desert and understand the futility of fencing it.
Im SURE their states have offered Texas some of their own funds and manpower to help seal the border.
Im SURE theyve read up and studied on the increased DPS/Texas Ranger presence ordered to the border by Perry/Texas.
Im SURE theyve viewed the videos about the air and water equipment on the Texas border....paid for by Texans.
Know what? Im getting a little tired of people who havent been here, havent lived here and dont know anything but what they read/believe casting aspersions on Texans about what we SHOULD be doing, NEED to do, etc.
Before they do that, why dont they quit their jobs and drive their cute little asses down here and do their part?
Or demonstrate how THEIR state has contributed to the protection of our NATIONAL border?
Or maybe, just maybe, act a little thankful for what Texas taxpayers ARE doing to try to stem the tide...sans Washington, DC.

Perrys not perfect. Texas isnt perfect. But theres no other state in the Union dealing with this issue at the magnitude we are.

Me, I’ve been on the border. Me, I work and hunt on the border. Me, I work with some of the Border Patrol/Bridge guys. Me, I’ve interdicted some drug mules.
I’m sure you’ve spent LOTS more time, money, etc. on this issue. You’ve probably been down here a LOT and have formed a really informed position.

I just saw on FR yesterday that illegal aliens, and these were young men, not women & children, who were recently bussed to a Walmart in NC? to shop. These people are carrying disease and vermin, and are mixing with the general public in a Walmart store. When I shop at any store today, I carry disinfectant & wipes with me to wipe down the cart handles, if the store doesn't provide them. If need be, I'll wear a plastic glove. Just think of all the disease that can be transmitted thru the use of a charge card machine. A reminder: don't touch your face with your hands while shopping & keep wipes with you. In the frozen food section, you hand has to touch the door handles..another source of infection. Using the water refill machines..pressing the buttons, is another source of infection. And so it goes.
I do not read or listen to anything a liberal puts out there..As for governor Perry he is a great man and has kept our state out of the hands of the filthy Obama crowd..Perry can only do so much and as far as I am concerned he is doing what he can..
I do go to WAL MART and do make sure I have wipes with me but most of the time Wal mart has a big roll by the door so I take a while to wipe all the cart pay most attention to the handles and some of the rest of the cart.. .. I will put my hands on..I do that in every store I go to..
