Theres a provision in the Constitution that has never been used, Boehner admitted. And uh, and so thats uh Im not quite sure that we want to go down that path . . . Its never been used.
The Speaker couldnt explain why the provision has laid dormant Im not the historian here but said hes not sure that its an appropriate way to go about this.

“Contempt of Congress” needs to have some teeth. We need a new law that any federal public servant found to be in contempt of Congress will have their pay and benefits suspended immediately, not to resume until they get themselves back out of contempt by playing ball.
