I think there should be a law that - if an HPB imposes restrictions that the property owner cannot comply with, or does not want to comply with - the HPB should be forced to buy the property at FMV plus 20%, which would be a surcharge to compensate for the building's alleged "historic" status, thereby discouraging the boards from frivolous "historic" designations.

If whoever owned the church wanted dignified treatment of the crosses, they should have not sold it to non-Christians or at least respectfully removed the crosses themselves.
Had it been purchased to be a Jewish synagogue, the same thing would happen.

I’m not a fan of “historic preservation” in many cases either; it tends to be overused.
