TARP was needed to secure US bank assets in response to a financial attack against them. More money was withdrawn then was held as assets at the time creating a cash-crunch that almost collapsed the banking system. Ergo there was no credit available due to the withdrawls. Without credit businesses and investment entities started to collapse which trigged the 2008 recession and election of....

I supported TARP at the time on condition it was paid back with interest. And it has been.

Yep. It was basically the only solution available at the time. The problem is that, in the post-mortem, there were zero prosecutions against insiders like George Soros who engineered the attack. We all know the reason why.
