CIA conducts many ops known as “off the books”. Often the assets don’t know they are working for CIA.

Levinson was tracking Russian mafia connections to wealthy Iranians. There is a lot of drug and cigarette smuggling. Levinson may have known too much and can’t be released because he could name Iranian names.

The Russians may even have him. His future is not good.

Does unapproved equal “if you get caught you are on your own?”

At the very least (if a republican is in office) it means a rake-Ollie-North-over-the-coals moment.
