A fact is a verifiable piece of information. One that is established and accepted as true. That there was an attempt at a cover-up by the Obama administration, is impossible to deny, is clearly well documented in written and video evidence and timeline, and therefore, it is fact.
The basis for the "cover-up" itself and the actions and statements involved, are not factual, they are therefore... phony. Thus, "scandal" is the apt, established and correct description of the nature of and actions behind the Obama administrations involvement in the entire "Benghazi Affair."
