Even if it was, such a design by now has completely backfired. The thought was that this would fail, and so a single-payer system would be instituted instead. But this has failed so unprecedentedly, so spectacularly, and been ridiculed so unmercifully, that instead of crying out for single-payer, I think most Americans are wishing the government would just get lost.
