The transformation began in the late ‘60’s as the WWII generation of conservative teachers was replaced by the feel-good hippies’ from the ‘60’s cultural revolution. All the social programs still ran well even though the failed because we weren’t over spending to the extent of today. These hippies’ were taught by the JFK/LBJ accolades that a war on poverty could be won. (They just winked at the war on drugs and continue to do so.)

Dean is wrong no matter how you slice it. Anyone who files an IRS form is in Obamacare, with by having insurance or paying a tax for not having insurance. Either way, they are in the system.
