Obamacare website shows improvement, new problems emerge

Well, if it were a *real* recoding, going back to the design-phase, there would probably be a lot less bugs.
AFAIK, this is just a fake-it-till-you-make-it/debug-as-you-go style, which in my experience never works.

The site’s source-code was available for a while and, IIRC, PHP — which is significant because PHP is really, REALLY bad about data-integrity.
Were I to consult [or build] a project like this which deals with tons of sensitive data, I’d recommend/use using a language with strong type-checking.
