If I headed an organized crime syndicate; I’d train hundreds of “associates” in the ways to collect and pass on the useful data, and see that they got hired as navigators (or recruit associates from navigators). From then on, the organization’s experts would take over — collecting and laundering the money, just as they do now for credit card fraud. This isn’t a gold mine for organized crime — it’s more like someone left the doors to Fort Knox open, and the fork-lift trucks all gassed up.
