Brilliant idea. I hope you have communicated it to your congress critters. I may steal it to tell to my congress critters.
I think it is fantastic for each budget item to have to be funded separately. If there were only a way to force Congress to review each item and really have to consider whether the amount of spending on it is excessive or even if the item itself is necessary, I think that we would see a lot of government bloat reversed.
Also, I would like to see baseline budgeting discontinued. As I recall, baseline budgeting was introduced during Carter’s reign, to ensure that basic government services received adequate funding at a time when inflation was double digits. Now that inflation is so much lower than the baseline, that baseline causes spending to balloon in what is ultimately unsupportable growth.
