Sen. Mikulski either does not understand, or is blatantly ignoring the following about the federal government's constitutionally limited powers. The states have never delegated to Congress, via the Constitution, the specific powers to regulate, tax and spend for things like public healthcare, education and infrastructure projects. Congress's first step to pursue policies for such things is therefore the following.
Congress is required to comply with Article V by proposing appropriate constitutional amendments for these issues to the states for ratification. And if the states CHOOSE to ratify such amendments then Congress would have constitutional authority that it needs to regulate, tax and spend for such projects.
