As I understand the process though, the multi-year and no-year discretionary bills passed by a previous Congress remain in effect unless they expire by law or unless the current Congress explicitly changes (adjusts, suspends, repeals) them.
When challenged about the Democrats not having passed an annual budget since 2009, little Chuckie Schumer responded that they didn’t have to because the last Budget Control Act set spending for several years.

So there is an impasse. In 2011, though, we had this impasse and the president did negotiate. We got the sequester.
