“The CERT team is evidently a Capitol Police unit. And the Capitol needs to have a SWAT team available at all times, dontcha know.”

There were reports of multiple (3) shooters, so the probability that it was a terrorist action appeared high. The CERT team might have been recalled to protect the Capital. If it *had* been a diversion, having the CERT pinned down at the Navy Yard would have made the Capital Building less protected, and everyone would be saying how stupid they were to fall for it.

If it was a true CERT team, they had no business being there. CERT = Community Emergency Response Team. Those are volunteers that do things like traffic control, some search and rescue. They are not trained with nor carry firearms.

Our local volunteer fire department could handle something like that since many have a CCW and a deer rifle handy for something that happens to pop up.

You make a very good point. I think it's most likely that someone made a judgment call based on what you just said.

The question then becomes this. Was that call made using the best available intelligence at the time, or was it made as a cover-my-ass move?

If the US Capitol has only a 4 man SWAT team to cover the place, we are in trouble.

They had already left the Capitol and were on the scene of the shooting. I am guessing they had already exercised their judgement that the US Capitol was ok without them.

The CERT supervisor must have been told that there were no barking dogs at the scene which could be shot. That, combined with the fact that the perp was ARMED (thus depriving the force of an unarmed target) was enough for the supervisor to decide to have his unit depart the scene.

Exactly. Those four officers wouldn't be a drop in the bucket of what is guarding the Capitol but would have made all the difference in the world at the Navy Yard. OTOH, taking CERT out of the equation, WHY did it take the local cops 30 minutes to get in there? And aside from the locals, is there zero security there? The timeline is mindboggling.

That is chilling. It’s almost as if someone wanted a high body count. He went from office to office, and not over the atrium as was reported.
