How can he make such a threat, he has no approval to do so from Congress and isn't going to get it!
Obama stuck his foot in it and there is no way out but to accept whatever deal is offered.

New scope.
New consequences.
No Tiny Attack
That would be fine with Assad. He wishes that he never inherited these chemical weapons from his dad and Saddam. They are an albatross now. This is a great opportunity for him to get rid of them while international inspectors protect his government.
This is a win-win for both Putin and Assad.

A lot of this happens because Obama just can't keep quite about things. They telegraph everything, even if some of it is by accident.
What's really ironic is that they go to such lengths to ferret out or contain leaks, when they are the leakers of the worst magnitude.

WHy are you burdening us with “How you think it should be”?
I’m talking about the only effective way to deal with Putin’s demands, on the global stage.
Tell Putin, “screw you”, “we demand compliance now, or else.”
Invite Congress along for the ride, but give them a new resolution to fit the new circumstances.

Over the last few days we have watched this situation rapidly and needlessly devolve from a faked false flag ( with possible wag the dog undertones) event to a farce to a cluster f**k to it's current status as a diplomatic and foreign policy train wreck of epic proportions.
While I understand that train wrecks can be fascinating and entertaining things to watch, it is my unpleasant duty to remind you that we are riding on this train.

Would not one who accepted this condition be successfully...
