As a former Kansas legislator, insurance commissioner and governor, Secretary Sebelius presumably knows that she cannot bind the hands of a future Congresseither constitutionally, legally or even morally. I think this says it perfectly.
It is why there is good reason to have very little confidence in the federal government's promise of 90 percent funding perpetually...
