"The total amount to be spent nationally on publicity, marketing and advertising will be at least $684 million..." Where, exactly, is this money coming from? What account? Under whose authority? From what appropriation?
Isn't this a hill that the GOP House should be able to defend...and win?

Why did Congress vote to fund this activity when we need money for other priorities? Who said Congress has funded it?
I can't find any evidence that it has.
Granted, $684 million is only pin money for the federal government and Obama may have found it in the White House sofa cushions...

This is what I don’t understand. Who gets to decide how this money is spent? Is Obama really a king now? No matter how much he spends, how many vacations he takes, how often he plays golf, how many countries he decides to bomb or send advisors to, no matter how many czars he appoints, and no matter how many agencies he sets up, nothing stops him from doing anything he wants. How does that happen?
