The question is this — are they going to become American citizens?

So what if you work in a foreign country and are paid by a firm in that country ... My dad was in the U.S. Air Force, my Mom is English, and I was born in the U.K. I have a British birth certificate, and one from the U.S. Consulate as a record of birth abroad.
It depends on the nation, but just being born doesn't necessarily make one a citizen.

It is almost certain that it was done to spare her German fiancee from having his reveal his financial affairs to the IRS. I cannot blame either of them.

Yes that happened to my grandparents when they decided to move to the U.S. from Germany in the early to mid '30s. My grandfather had several thriving businesses (local general grocery/hardware stores).
Knowing what was going to happen when he tried to emigrate he sold off his assets a bit at a time over the years preceding the move. Then he converted them to large denomination U.S. bills.
Since they had those old steamer trunks with wooden hangers, he hollowed out the hangers rolled the bills up real small.. and slid them into holes drilled up in the hangers. Sealed them up, let the weather a bit, (several months,) and then packed up and left.. or went to leave).
The local border security had been paid off in advance, but the German federal police and the nazi officials SD,SS, Gestapo, who ever... my grandmother always said it was Gestapo (probably not-- but it is her story), detained them from boarding the ships for 3 days and kept them separate, and grilled them as to what happened to their money from the land and businesses.
Eventually they used some sort of ruse and got out. Came to America, and the took the money out of the hangers..., opened a grocery store in north east Philly. He became an air raid warden during the war. His business was very successful and he sold it for a very nice profit in the late 50's or early 60's.
All from planning, coat hangers, steamer trunks, and the will to get around an evil government. So if you really want to get around it you can... and he more than proved it.
