CB, while widely available and practical, will be the least desirable to use for coded communications. Running CW on 60 meters is going to be like the wind talkers in WWII. Morse is a dying art, and it’s not been in widespread use by the government for over 50 years. When we’re in post-apocalyptic America, knowing Morse could help to get information out to the world.

Access is NOT the same as “control”.

I suspect there are at least a couple of systems he can’t “control”.

Ham radio and hand held walkie-talkies.

Correct. I in fact bought my transceiver in 1999, got a license in 2007. I wouldn’t have bothered to get a license if I knew upfront that the feds force you to surrender a SSN to become ham licensed. Another invasion of my private info.

HAM towers will be taken out by drones.

That's only the repeaters. It wouldn't effect local station-to-station communications. Besides, with my amps running, I can get out a looooong way.

And the feds have the address and GPS coordinates on every ham licensed operator.

Who says that all who have capability and power to communicate on 10 meter and 2 meter are licensed?

They may be able to monitor but they can’t pinpoint without a constant broadcast.

They can, in fact, determine your location in the time it would take you to send a useful message. They can also jam the airwaves. Why do you think the Iraqi military became paralyzed very early in Gulf Wars I & II?
