In San Diego visiting. Crossed to Coronado and drove south to Imperial beach state park. Only wanted to hang out an hour or so. The young lady said it still cost 10 bucks to park. I paid 10 bucks to get sunburned in an hour. The lot was practically empty, so there you go.
BTW, the place is awesome, as far as Pacific beaches. Watch the warships from the beach, as they depart San Diego Harbor to do what ever it is they do every day.

Schweitzer Mountain Ski Resort just outside of Sandpoint, ID is excellent also. Sandpoint is an excellent town to stay in and is right on the lake shore (lake often partially frozen during ski season — not sure if it ever freezes across the entire surface).

That was my 1st thought as well.
For a bit more you can stay in some dump hotel and walk in the park.
You get a sense os privacy, hot shower, hot coffee, etc.
Still, I’d pay it because I want to sleep outside. I love being outside.
I can see how strictly city types would find the $35 campsite fee a barrier. Particularly if you don’t feel compelled to camp and deal with the inconveniences of sleeping bag bunking.
$60 bucks to go fishing and the wardens aren’t using the monies to replenish stocks?

I wouldn’t find a fishing tag for $60 bucks onerous if I knew the monies they ask god were used for the stated purpose.
