I guess it WAS poorly worded, The author should have written “will be headed” or similar instead of “headed” — which implies it is occurring in the present.

My kids will be going to summer camp later this summer. I personally would not say they are headed there until they get on the bus. Others might use ‘headed’ to indicate sort of an orientation to do something. But that results in lack of clarity as you discovered.

In addition, the drone attacks mentioned in the article deserve special mention. Every single uninvited drone attack in a foreign nation is a de facto act of war. Most national governments know better than to attempt to retaliate overtly. That doesn't mean that they don't consider themselves to be at war with the U.S. Yes, the drone attacks are part of the "war" against Al Qaeda; but that doesn't change the fact that each attack is also an act of war against the "host" nation. We're discussing the US image in the world. The drone attacks are decidedly not helping.
