What would you expect? School’s out, it’s the middle of summer, all the summer jobs have been taken, and hanging around mama’s house playing videogames and smoking weed just doesn’t cut it anymore. On top of all that they’re mostly horny, backed-up teenagers.
You just described my teenage years...except the video games.

And the Governor just announced the cut-off of long term unemployment benefits.
"The decision of North Carolina lawmakers to cut the amount and length of state unemployment benefits took effect Sunday, stripping federally funded checks from the state's 71,000 long-term jobless.

Some years back, when there was a riot-a-week in Italy by the Communists, the police would bring in vehicles with water cannons and spray the lot with a dye, then in the following hours/days, arrest everybody who was stained. Evidently they couldn’t easily wash the stuff off.
There probably some obscure law that prevents the same tactic here because it sounds like a good idea.

Negative. It’s just feral youth. And, FWIW, analysis of police reports vs. the news stories show there were not 400 people fighting, only a handful of arrests.
