I believe that almost all Federal agencies have been able to avoid furloughs, except the Dept of Defense. The DoD took the brunt of Sequestration (50 cents must be paid on every dollar cut from the DoD budget, despite the fact that Defense is only 17% of all spending!)
The Republicans voted in approval of this bastardized "formula", even though they knew Defense had already by cut deeply by Obama twice - by $300 Billion in 2009 to pay for his Food Stamp and other give away programs, and by $487 Billion in 2011. No other Federal agency was raided like a piggy bank except Defense - the one agency that has been performing and sacrificing the most.
Sequestration takes another $650 Billion (over ten years) from the DoD budget. While other agencies had a 5% cut due to Sequestration, DoD took a 13% cut, in the middle of the Fiscal Year!
Worse, military pay and most service contracts were off limits, so the DoD had to rape the Operations and Maintenance accounts by up to 40-50%. To make all of this even more of an outrage, Food Stamps, Medicaid, Section 8 housing vouchers (free rent), TANF welfare cash payments, EITC refunds to illegals, etc - all of that Entitlement spending is EXEMPT from Sequestration.
Obama could give a damn about veterans who work for the DoD as maintainers, nurses, etc. He hates the military, and this punishes them.
The Republicans have abandoned the Dept of Defense. They have allowed it to be tortured fiscally under Obama, and they won't lift a finger to stop the Sequestration bleeding.
This isn't the party of Ronald Reagan any longer.
Technically the President can only spend dollars appropriated for a purpose by the House. In this case I have no idea whether congress appropriated the funds
