If they are not secret then that means all of these “alternate” emails are being collected and archived and managed just like all government emails, right Carney?
If they are not secret then any request for emails by Congress should also include “alternate” emails, right Carney?
If he can’t answer yes to these questions and provide the “alternate” email addresses then they ARE secret email addresses

The question is not that they have alternate accounts, it is that when a FOIA request if filed for correspondence the “alternate/secret” accounts are not checked as required by law.
This has been a method used especially at the EPA (and quite likely other agencies, we will learn of shortly) where laws have been broken and people have avoided scrutiny.
I would like to see a special counsel appointed to look into this across all federal agencies. Not so much for having an alternate email address, but for having a system where when a FOIA or court ordered discovery filing it made, the agency IT department is left clueless as to what if any email accounts to search.
