Youtube has advertisements, and they could pay the license fees from that income. I don’t know if they do.
Going after YouTube is going after Google. That's probably a lot of the reason.

This site gives information on the bitrates available from YouTube. Generally speaking, the best audio is available from the highest resolution videos. You can definitely hear the difference when you play a video at the lowest resolution setting.
Of course, the old saying “garbage in, garbage out” certainly applies.
