Just how in hell did this guy get a knife into a police dept.?Either the cops failed to search him prior to their interview.They should have done that as a matter of self defense.
You never allow someone into your vehicle without previously searching them.

Would you submit to a frisking without being arrested?
I think it is standard procedure to frisk EVERYONE before going into a police facility.
