It is time for a tax where there is no IRS.
Reuters is reporting that senior officials knew of the targeting as early as August 2011. This was denied by Shulman to Congress in March 2012. The IRS claims in a statement the Acting Commissioner Shulman wasn’t informed until May 2012.
(Bet there is a lot of “acting” going on.)

The irs is a big welfare program. Most of its employees are affirmative action hires. It collects and distributes money from those who earn it honestly to those who vote democrat. And now it is breathes terror in the hearts of people who the administration wants to target.
Jail for them.

did they go after any OWS groups? It seems to be another explosive growth was happening then. does anyone know of any organization under OWS banner that applied? This would certainly dismiss the nonpartisan issue.
follow the questionnaire - who developed it and when. I understand it was task force in WASHINGTON. Who was on the task force?
I suggest the committees ask for email that include any mention of the questionnaire (not just tea party and patriot).
