My question is, who will shoulder the responsibility to take care of a minor child who takes this drug without her parents’ knowledge?

Commies cannot possibly perfect the “new man” as designed by the State if something like a family stands in the way. Hell, a 15 year old will get expelled from high school for carrying Advil, but the school guidance counselor will drive her to the drug store to buy the dangerous and potentially deadly RU-46 to destroy a baby.
