propoganda that without something happening is meant to simply bulster public belief in how prepared the NK leaders are (regardless of the truth or fiction in that preparedness - much like Baghdad Bob did during Saddam’s rule).
and, it could be, who knows, propoganda to help justify the leadership of the regime, to the people, should the NK regime take some action that requires, and results in, a SK military response
