I wouldn’t be so quick with judgments. It is entirely possible that the FBI, like so many U.S. businesses, has outsourced some of its operations to Bangalore.

That is strange.
The local National Guard outsources security to a private firm (which is weird enough). When I would go to their offices, immediately after 9-11, the voice on the intercom that ‘buzzed’ me in was middle eastern :(.
