The reason graduate schools encourage the use of loans is simply to ensure no one works during that time. It is okay to pay in cash or to have other loan options, but there are too many group assignments and intense expectations during those school years. Half of my grades were dependent on group efforts in grad schools. If these people had a part-time or full-time job on the side, my grade would have gone down.
Money cannot be left as a concern while in such intense schooling.
My wife received a scholarship for two years of her schooling. There is nothing wrong with excepting a scholarship. It is a compliment that someone is offered such a thing, should that have been the offer.
Trust me, scholarships or school grants do not cause one to become lazy or become a liberal. It doesn’t even help ensure any future donations back from the student.
My wife’s father was against her accepting the scholarship, but it was from his jealousy. Her mother saw the truth and made him change his mind.
He wanted her all to himself. She went back and (greatly) helped the family. You see, he’d had a stroke while she was gone and couldn’t help the family. She supported everyone, including her siblings, with a job only possible from her education.

French armies were in N. Africa during the period before the first empire. In a biography of Napoleon I, I remember that he said:

I still remember reading of the incident in which Bonaparte had to put down an uprising in Cairo during his Egyptian Campaign. The muzzies had killed one of Bonaparte’s aides and threw his body in a pit of dogs. They then took refuge in a mosque, much as they do today. Bonaparte’s order: “Exterminate all within the mosque”.

Who do you think teaches all the intro and undergraduate courses?
And just where does that $$$ come from?!
Now, imagine you have group projects as half of your grade for every class.
That's why intense programs make you sign a contract stating you won't work and you have sufficient money without needing to work.
