Bureaucrats and people who actually do the work? No. They tend to retire at age 50 and collect enormous pensions, which increase rapidly due to generous COLA allowances (it's in the union contract), for the next 35 years. By the time he passes away, a sanitation worker who never made more than $35,000 a year emptying garbage cans into a truck could have a pension of $150,000 a year.
Elected officials? Yes, and it happens on both sides of the great political divide. It's hard to let go of the power and the perks. And in those closely divided political districts, wards and towns, a younger candidate with a less well-known name may not be able to hold on to the seat.
