In my travels I have had both horsemeat and donkey,the former served as steak, the latter in a sort of fried sandwich, like a stuffed pita, and also grilled with onions and green peppers.
Both are delicious. The donkey is a little fattier where the horse is very lean, but I don’t know if that is just from the cut, or is true in general. I could see horse being inherently leaner, just like deer and elk are.
The emotional attachment to horses - especially in the states - is the issue. But wasting the meat, especially for an animal that has been well fed its whole life, IS a waste.
I knew a friend in the country where I ate the donkey meat. Her mother raised chickens, but every once in a while she would get attached to one and give it a name. She killed the others for food and to sell, but pampered the named ones until they passed, then buried them.

I dinno, laddie, I claim the Scots as my main vein but it kinna be denied I carry Irish, English and French lines as well. I was told of a famous Am. Indian ancestor when I was a wee lad but it turns out me dear pater was blowin’ smoke up muh kilt. My surname is old Gaelic for ‘Carries ‘is Own Caber.’ ;^)
My earlier comment, BTW, was referring to Medieval Chinese characters in kung fu movies. I get a kick out of some of the outfits, social behaviors and drumbeats, knowing full well that many a Chinese person would be at least a little bothered by my joking comparisons to, say, Cherokee, or those of some of the Iroquois nations.

Waiter: Would you like some rabbit soup?
Customer: I heard your rabbit soup had horse meat in it.
Waiter: Yes.
Customer: How much?
Waiter: About Fifty/Fifty.
Customer: Fifty/Fifty?
Waiter: Yes. One horse, one rabbit.
