At that time, he was US Attorney for the District of Columbia.
My guess, the context of his talk was “the epidemic of urban violence” and the glamorization of guns and the thug life in a certain sub-culture and demographic, which it would be racist to spell out.
If he wants to brainwash that demographic (young urban black men and boys enamored of the thug life, to spell it out and be racist and all) to think that guns are not cool, more power to him.
It isn’t going to work though, and that’s one reason why I like my Second Amendment rights.
