Reporters always take short cuts in order to save print and time. The targets generate the munitions which generate the type of nomenclature, or type of bomb used. GP bombs (dumb) get smart only after the gadgets get attached....add ons.
The bunker busting type are different right from the start.
The reporter, as you stated, is LOST.

Since everything in the article is about the BLU-109, it looks like "they" in your sentence refers to a BLU-109. If "they" in your sentence didn't refer to the BLU-109, it sure fooled me.
