After the election hours are closed, they go into the back room and fill out Rat ballots for every single person on the voter rolls.

Voila, 100% “turnout,” or nearly so.

If Holder and company applied the “Disparate Impact” rules as used in Credit and Employment actions, these results would clearly be considered suspicious and result in some type of legal action.

Where the results reversed (i.e., 0% for Obama, and 100% for Romney) it would also be considered prima facie proof of fraud.
