I wonder to what degree support for these community work project requirements has been due to desires to de-stigmatize juvenile criminals that are similarly required to do community service.

I understand what you’re saying, but I have the impression (from my limited experience with co-workers) that the ones supporting this live in such nice areas that 1) their children wouldn’t need to work for wages, and 2) will never see the juvenile offenders doing that work. I also get the impression that it is to instill a sense that young people “owe” this country something (as though the taxes on their wages aren’t enough). That attitude will fall on increasingly deaf ears as more and more young people have nothing.
