Steelman is understandably not popular with party regulars as she has not shown herself to be a team player. Brunner would work but his appointment might perturb Steelman supporters and everyone says that a woman is needed for that seat now.
The resignation is the easy part. The replacement part is what is difficult and something that those calling for resignation can't come up with a viable answer for.
It's one thing to shoot yourself in the foot. It's another thing to then shoot yourself in the other foot to make yourself feel better. And that is what people are trying to avoid.
