"What do you want to bet that Gallup wanted to contract based on a time and materials basis, and the DOJ insisted on a lump sum arrangement? Now that Gallup performed for lower costs than estimated, the DOJ doesnt like the Lump Sum payment deal they contracted for? And in creating an estimate for a fixed-price contract, a businessman would be CRAZY not to include a reserve (an amount above the base estimate) to cover unanticipated circumstances. IF anyone in this administration had ever run a business, they might understand that!

IF anyone in this administration had ever run a business, they might understand that!And dealing with these yahoos, the level of uncertainty about what they want, and the potential for "scope creep" almost certainly increases that amount of reserve.
All that having been said, I certainly don't know that's what really happened... but I'd bet a decent steak dinner that or something very similar did happen.

My God, we are turning into a banana republic complete with a dictator who threatens anyone who says things he doesnt like...like the truth.I think more in terms of this nation turning into USSA - United Socialist States of America if we don't vote this red commie regime out of office in November. Obama already thinks of himself as a Putin-type and look at all the unelected czars he has working for him. If we don't prevail in November we may be calling each other comrade in the future.
