Why? Because fiscal austerity is unpopular. Any politician who tries to sell it will be looking for another line of work. What about Wisconsin?

Obama wasted it on solar power companies and unions. More to the point, he wasted it on payoffs to his buddies ... laundered through solar-power companies and the like.
