To get people to charge their cars starting at 10PM-

You could put a chip in the on board charger that would record and store what time of day you charged the car. This information would have to be uploaded and sent to your electric company every second month. If you failed to do this you would be fined $10 each day via your credit card that electric co. has on file. You would be fined if you charged car during peak electricity use hours

You would get a reminder phone call each day if you failed to upload the charging log.

I’ve been saying this for the last 4 years.

And the President keeps shutting down power plants.

But notice how this sets the stage for time-of-day utility delivery pricing.
