In the very least felons should have their rights gained back after 10 years without any other felony convictions. It seems that when I was a child, if I heard and remember right, adults said that after 10 years criminals no longer had their crimes on public record. I could be wrong, but it seems that, in the least, 10 years should bring you back out in the clear again. Keeping people down, without hope of actually being free again, can push them back into bad behavior.
