My nephew had the good fortune of attending a college in his fair city. One Halloween evening he was attacked by a group of “ trick or treaters “ while riding his bicycle to his off compass apartment. They got him on the ground and preceded to kick him, fracturing his jaw and a few ribs. Not too long after he was robbed on the street in plain daylight. After this fiasco with the neighborhood watch captain, who in their right mind would want to get involved ?
