Yes. You are correct.
When Bubba fired all of the federal prosecutors to replace them with Hillary’s friends, Napolitano came to Arizona at a fed. prosecutor. The first thing she did was to stop prosecuting child porn cases.
Soros then got Arizona voters to pass a proposition approving public financing of elections.
So, Napolitano got elected here twice!(gag) Now, Napolitano is doing the same thing she did for Arizona to Homeland . . . demoralizing!

THE BEATINGS WILL CONTINUE UNTIL MORALE IMPROVES.
Seriously, why does DHS even exist? When it was new, it was meant as a department to make sure that FBI, CIA and local law enforcement communicated with each other and had access to the information they needed.
It was never meant to become a super force on their own.
Are there any LEO's, FBI's and CIA's out there in FR land who can tell us what you think of DHS?
How well are they doing the job you're supposed to be doing?

The Department of Education is only slightly higher.
The two large federal organizations with lower morale are the Department of Housing and Urban Development and the National Archives. I don’t know what’s up (or down) at HUD, but I can imagine that the archivists are miserable trying to cover up the many varieties of information that would reveal that Obama is a fraud.

It's so sad that TSA does not feel appreciated by those who experience their enthusiasm. It's especially unfortunate when we all know exactly how much safer their enhanced measures are making us. TSA is about image, looking like they are doing something, not about stopping the next attack. I'm sure that the irony of an American flag in the background of that top picture is lost on Janet and her people at Homeland Security.
