Further down in the Comments,
Douglas Martin posts this time-line of the OCSD Blotter call sheet:
This is from the OCSD Blotter. It basically says that:
At 0441::26 OCSD Unit 476 pulled over a vehicle.
At 0441::52 - Thirty seconds later a MB (male black) "TOOK OFF ON FOOT THRU GATE"
At 0444::58 - Three minutes later Unit 476 says that the "want" (the reason for making contact) is
for "HIT AND RUN AND CHILD ENDANGERMENT".
At 0446::55 - Unit 476 requests OCFD medics.
Five minutes is a LONG time for all this to go down (count it out: one-1000, two-1000,
Three-1000, etc). Did the SO kill the Marine before or after he made the "child endangerment"
claim? This story is full of loose ends.
Was the shooting before or after 0444?
So far none of the actions or explanations of the OCSD Deputy makes sense - or a good shoot, IMO.

The girls were in the back seat and not injured. Two girls, ages 9 and 14, were supposedly in the back seat of a truck that was driving erratically, including a collision with a fence, where Dad leaps out after the vehicle came to a stop, and they remained in the vehicle until their father returns, and is then shot and killed in front of them.
The reporter's definition as to what constitutes injury does not match my own.

I say take their guns away and put 5 of the Marine’s buddies up against the pig and 10 or 20 of his buddies (who always stick together and cover each other’s asses) and settle this.

"Due to Loggins' failure to follow the commands and his irrational behavior, including statements he made, the deputy had a deep concern for the safety of the children,"
...and so he shot their dad in the same vehicle the children were in. I'm sure those children really appreciate this deputy's concern. Why didn't the deputy prevent this guy from walking (not running) back to his car in the first place?
To: brityank
Until all of these kinds of “officers” are either dead, or in life lockup, all children are in danger, along with their parents.

I’ll play detective. The cop was alseep. The marine pulled into the lot to take a whiz, hit the gate, got out, went into field to relieve himself. Cop hears crash and wakes up. He drives over to investigate, sees a black man coming out of the field and returning to his car. He tells him to stop. Maybe the marine doesn’t know he’s a cop or just doesn’t doesn’t listen, gets in the car to drive away and groggy cop shoots him. I’m betting the marine was dead before the cop claimed he was stopping him for hit and run and child endangerment.

Sounds like the black Marine shot by the white cop was a societal success. The black community will not riot.

Don’t police carry batons and tasers anymore?
To: brityank
Cops shoot first now, and that is just wrong. I’m sorry, I don’t care what the training manual says, cops should take necessary risks to protect life. They require it of citizens, it should be demanded of authorities. Inappropriate use of force is borderline murder, and case after case proves that the policing paradigm is wrongheaded and evil.

It seems that America is a cellblock, because we're all criminals and dogs now. I don't know how many articles I've read at FR of cops shooting dogs using no more thought process than this sick piece of crap who shot this Marine in front of his children...we're just all the same to them. Our government says outright that we are the enemy, that conservatives are terrorists, they flat out declare war on those of us who smoke the kind herb...and every police officer is no longer protecting and serving civilians, to LE we're
all criminals, they're just thinning the herd.
BTW...if it's righteous to draw down on a potential threat to children, then in this case, it's the Marine who should have been holding a gun on the cop, then, shouldn't it.
I've been thinking of going expatriate for a while...Ben Franklin said "where Liberty is, there is my country", or something like that. I don't think I recognize this country any more.

I haven’t read very many of the posts on this thread, but from the story alone this appears to be a tragic overreaction by the deputy. I’ve never had a bad experience with law enforcement, but it does seem that there are some badly trained, emotionally unsuitable and intellectually unequipped law enforcement types out there.
