That's where you are wrong. Civilized people do need new laws regarding appropriations on a regular basis.
You do realize you cannot use Belgium as an example of civilized behavior. They're deep into involuntary euthanasia. You'd be wise to avoid visiting.

It might well be politics but it might well turn out that the large segments of the public, maybe even a majority, will blame Obama and the Democrats. Republicans can point to all the bill passed by the Republican House are languishing in the Democrat Senate. Obviously, the Democrat Senate is playing partisan politics in spades.

Republicans can point to all the bill passed by the Republican House are languishing in the Democrat Senate. Obviously, the Democrat Senate is playing partisan politics in spades.And WHY do Demoncrats do the stall thing? They do it because they have the media behind them AND they know Republicans will eventually cave in and compromise. It's waaaay past time for Republicans to turn a deaf ear to compromise but will they do it? I doubt it!
