An earmark is a direction from Congress to the Executive Branch that specifies or designates how federal funds should be spent. Earmarks in the annual appropriations bills are not additional spending — rather, they are a way for Congress to control how the money is used. The United States Constitution clearly places the responsibility to spend the publics money in the hands of Congress, not in the hands of the President or federal bureaucracies — which is who would spend it otherwise.

Not once have I tried to refute your argument that Paul is ahead of everyone else in fundraising. I have only been arguing that you should not lump civilian employees in as “U.S. Military.” It makes it sound as if you are trying to inflate his numbers by combining money that civilians donate to him with what servicemen and woman give to him.

I am sure it would be easy. I simply don’t care. I am fairly positive that Ron Paul is not leading among active duty servicemen and women however. You wouldn’t happen to have a link that says he is would you?
