That’s why the only response to seeing someone raping a child, especially if it’s a boy, is to put a bullet in the perp’s brain pan and ask questions later. Because most likely the perp is a part of a pedophile ring that has powerful people to protect it.

Exactly. There is no excusing the fact that he slinked away from the scene of the crime. From photos he looks to be a strapping fellow. Chances are he could have held his own against Sandusky if it came to that. For crying out loud, we have 5ft women on this forum saying they would have lit into the man.
Even if he felt totally incapable of confronting the perpetrator, the next best thing would have been to run to get help and immediately report it for what it apparently was (if his testimony is correct): a rape in progress.
As for tellng his father later, would you or I wait for hours before mentioning a rape - not to the police but to a family member - of a woman that we stumbled upon? Something doesn’t smell quite right here...
This reveals how morally-weak we are as a nation that we no longer have the will to confront evil, thinking only of our own interests.
These predators need secrecy. Just walking in the room and telling him to get off the kid probably would have stopped it.
OK simplest assumption, both McQueary and Paterno told the truth to the Grand Jury (penalties of perjury and all that)
Originally McQueary witnesses the rape and runs away distraught. Two days later, when he goes to see Paterno, he realizes this wasn't very manly and minimizes what he saw "something odd, could have be shenanigans, maybe just horseplay". Without a firm statement from McQ or the unknown victim, all the University can do is put Jerry on double secret probation.
Fast forward seven years, after anoter parent complain, real law enforcement reviews Sandusky's history and find out about McQ's talking to University authorities in 2002. The subpoena him.
McQueary doesn't know why he's being called. Maybe the 2002 kid's come forward, in which case "I wasn't sure what was happening" isn't going to fly. So, not knowing what the GJ already knows, McQ takes the safest course and tells the exact truth.
This doesn't put him in a good light, hence the backtracking, there being no penalty (as yet) for lying in e-mails.

Your theory has occurred to me also. All the higher-ups claim that they were never informed by McQueary of anything besides something vaguely sexual, or mere horsing around. Either McQ escalated his story when confronted by the grand jury, or the administrators are covering up, probably because they wanted to minimize the chance of lawsuits. When a coverup fails, disaster ensues, but often it works...that’s why Baraq Hussein 0bama is POTUS.
